Simple procedure:
ftp louie.udel.edu
get ntp/xntp3.4y.tar.Z (or whatever)
mkdir ntp ; cd ntp ; tar xvzf ../xntp*Z
make Config.local.NO.clock
make
make install
vi /etc/ntp.conf
etc etc...
Works for me.
