It's already possible to do.  Instead of:

sd* at scsibus? targ ? lun ?

use:

sd0 at scsibus? targ 0 lun 0
sd1 at scsibus? targ 1 lun 0
sd2 at scsibus? targ 2 lun 0
sd3 at scsibus? targ 3 lun 0
[ . . . ]

...in your kernel config file.
