I was under the impression that only a few files would need to be kept
in "international waters".  (For instance, the -current domestic.tar.gz
is all of 144k, and the 'security' tarball from the 1.0 mac68k binary
snapshot is 111k).  Can't international users can get the bulk of the
distribution from another mirror site, and just add the restricted
files from ftp.international.netbsd.org?
