Let's say I was paranoid and wanted to set the immutable bit
	on the root directory.

Once this is done is it impossible to mount file systems on/below root?

Will the immutable bit have any effect while rc.local is running, i.e.
before the kernel security mode is changed from 0 to 1?

If it would work it seems a good thing to use, along with append
only on log files, on a firewall or gateway setup.
