Uh, you mean, like 'slocal'?  or 'vacation'?

There are a lot of problems with making sendmail nonpriveleged.
For example, getting the contents of .forward files.  (one could make
sendmail invoke the local delivery program, which could then re-invoke
sendmail, but...)
