This should actually be:
cd /usr/src/share/man ; make makedb
> What happened to 'catman -w'?
Dunno - the sources are there in usr.sbin/catman. The comment in
usr.sbin/Makefile says:
# not yet done: catman
and it's been there like that for about a year. I had a spate of compiling
it last year, but got fed up.
