Where is it documented that you can create links you cannot remove?

Anyhow, it is not a bug in hard links, it is a bug in sticky dirs.  If
you want a simple solution, forbid hard links to other user files in
sticky dirs, except for root.

The "make a subdir in the stickydir to unarchive tarballs, etc" hack
is OK with me.
