Many BIOS have a feature to disable writing to the boot sector.
Look for a feature like "Virus Protection" or "Boot Sector" protection.
On my AMI BIOS machine it's on the "Advanced Configuration" Page and is
called "BootSector Virus Protection".
I've seen similar entries in Award BIOS and Phoenix BIOS. It varies of course.
