HP-UX uses bits in the minor device number to select between direct,
call-in and call-out TTY devices.  Also a bunch of ioctls to control
various timeouts and things in the modem interface.  Perhaps other
systems also do that, but HP-UX is the only one I have come across.

If NetBSD did something like that, the folk who want userland locks
could use the "direct" device, and the folk who don't could use the
dial-in/dial-out devices.
