Oh no, not at all!  Unless, of course, setting "local" in /etc/ttys does
something other than telling getty to use O_NONBLOCK and then setting
CLOCAL in the tty driver afterwards....

Mind you, if you have a device that doesn't do modem control properly,
then having an appropriately configured cable for it *is* desirable,
since that cable will then permit you to plug that device into any
*standard* RS-232 port.
