For what it's worth, here's my two cents: if you turn off IP packet
forwarding, this should stop the kernel from forwarding IP packets,
regardless of reason.  That is, it should be unwilling to forward
packets whether it's because it's an intermediate hop on a source route
or because a packet for someone else arrived on one of its interfaces.
Or for any other reason, though no others come to mind offhand.
