Subject: ip fragmentation on forward

I use a netbsd 1.0-current box as the gateway of my domain.
I've noticed that we seem to get a lot (~10%) of fragmented
packets from nearby hosts (directly on the other side of our
slip line) but not from more distant hosts. This fragmentation
does not occur on the gateway itself, only on hosts recieving
forwarded packets from the gateway.

This is either a bug or a misconfiguration on my part. The
subnet we have trouble with is the 165.227.X.X subnet.
