Whoops, I spoke too soon.  I had the lcp echo options commented out from when I
first set it up using ppp.  Setting the lcp-echo-interval to 15 and the
lcp-echo-failure to 3 caused the ppp connection to come up and then break due
to "Excessive lack of response to LCP echo frames."  This is with, once again,
NetBSD-1.0/i386 and a Xylogics Annex III terminal server running 8.0.7 of the
server software.
