NetBSD (on sparc+i386, at least) seems not to spin up disks that are
jumpered to spin up on scsi command. Is there something I should be
doing to make this happen, or does the code not exist?
I don't like dropping a huge load across the power supply powering
everything up at once, and it seems drives no longer come with a
jumper setting for "spin up after a delay of n x scsiid seconds".
