Because the 3.1 binaries include both PEX and XIE extensions by
default. They were not in 2.x binaries. A server without these
extensions is still a little bigger than the 2.1.1 but in a more
reasonable proportion.

You can easily build a server without the extensions you won't use
with the linkkit. Follow the instructions in <X11R6>/lib/Server/README
to configure and buil the servers you want.
