I dunno whether this is pr-fodder or just a SUP issue, but the shell
script src/usr.bin/lex/mkskel.sh is not (by default) executable, so
it will produce a zero length skel.c file. To fix this I changed the
make line to read "/bin/sh ..." and all was happy.

I am only starting on a clean tree, so there may be others like this.
