I've added generic PCI autoconfiguration support to the i386 port.
This leverages many things off the existing code, including the simple
high-level autoconfig scheme, and the simple method of IRQ sharing.

I'll be adding the NCR 53c8XX driver as soon as I check out the latest
version.  Unlike previous versions, it's supposed to have
redistribution conditions (as well as my work to port it and clean up
a couple of things.)

I've tested this code, and it works, but your milage may of course
vary.
