I always reboot with shutdown -r.  I would assume this is the
proper thing to do.

As for the suggestions I received, booting off of floppy and
doing the fsck from there with the root hard drive not mounted
it was the correct answer.  Apparently no matter how you sync
after the fsck, you can not fix such problems on your root file
system without unmounting it first. (booting off of floppy).
