This appears to be a symptom of a newer batch of chips coming from the
factory... Something about the Processor-id flag which wasn't really
supposed to be in the '486 but in the 586.  I guess the newer chips are
shipping with this... 

I'm not the definitive answer on this; I was just in the room when it was
discovered...
