this was "fixed" by (alternately) bug fixes to:
	tsort
	make

especially the former.  It used to show itself nicely when you'd
build libc w/o an 'obj' directory.

*i've* not seen it in ages, and we've rebuilt libraries on lamp
lots of times since shlibs went in...
