I could be wrong about this, but it was never clear to me that those
files were part of the NetBSD distribution.  Both of them come with
XFree86 in mit/server/ddx/x386/etc/.  machine/console.h is part of
Syscons, and is needed for compile even if you don't plan on actually
using Syscons.
