#66: Write tutorial for NetBSD developers

 We want to make it a requirement for NetBSD that new tests are written
 against atf and old-style tests are forbidden.  But, before doing so, we
 must have better documentation.  Come up with a little tutorial that
 guides the developer through the process.  Put it up as a wiki page here,
 in the NetBSD wiki or in the NetBSD internals document (aka I have no idea
 where to put the document at this point).
