I and some other people had this, too. Try using
ftp.uni-regensburg.de:/pub/NetBSD-Amiga/tools/dcp-1.1.lha instead of
xstramtodev; please note that you have to mount the partition first, though,
which is not required for xstreamtodev.

[I'm using a A2091 with a A2030, so i don't really think the GVP-ROM is the
problem, but i may be wrong.]
