NetBSD/i386 does have virtual consoles (pcvt).

For some reason, it's in the machine-dependant part of the source
tree. It does, partially at least, depend on pc style hardware,
but a part of it is ANSI style escape sequence processing.

It works on all ports, and also on all your external terminals
(which are not consoles).
