It probably means that you are running a getty on that port.

Change the line in /etc/ttys that mentions /dev/tty00 so that it
says off instead of on.

Reboot or kill -HUP 1 (the init process) and there should be no
getty process running anymore on tty00 (There will still be one
for the console).

That should unlock tty00.
