Oops... after inspecting the directory which had config.new;
Mike noticed that I had a config.new,r too.  I then remember 
invoking rcs and having to un-rcs the config.new,r.  For some reason
the un-rcs'ed file (faulty config.new) had a byte difference 
in the first byte.  Anyways, after copying over a new config.new, 
it worked fine.
