please try with this, you'll get better results anyway.  pigz will
eventually be gzip in netbsd, once it is feature-compatible.


that said, configurable level would be an OK thing i think.  it's
probably best done by having src/distrib/sets/maketars not set GZIP
to something if it is already set, and then you can set "GZIP=-4n".

this will change pigz builds as well.
