iconv and charset.alias

We seem to have packages with charset.alias in PLIST, but if one
includes iconv then that's no longer installed.  That strikes me as a
clue that a package that (isn't iconv and) installs charset.alias is
buggy.  Perhaps, if I'm not confused on this point, pkglit should warn?
