Rather than meta-packages, you might consider pkgchk config files. That seems to capture the notion of a list of unrelated packages all of which are wanted more naturally than a meta-package. I know that works with bulk builds (but am fuzzy on the details) - we at BBN have been doing bulk builds of packages via pkgchk config files.
