On my RedHat system, that library was included with the libc package. I
still had problems getting it to compile tho' and wound up getting the
bootparam RPM from RedHat's site. If you aren't running RedHat and still
have problems, I could mail you a copy.

Out of curiousity, are you trying to compile the rpc.bootparamd from
NetKit-0.09? They just started to include the source and I haven't tried
playing with it yet.

Also, if you are curious, there is work on a port of Linux to sun3. Take a   
look at http://www.netppl.fi/~pp/sun3/ for more info.
