good idea.  

However I see already ALTQ will have to continue doing its MD check
for __alpha__ because cpu_counter() is the same as cpu_counter32 and
will wrap around every ~10sec.

No, not at all easily.  I don't have a separate development sparc64,
don't have time to get snagged on this, and think it will be faster to
replace it with an alpha.  Maybe later.  It kind of sucks being like
the only person using ALTQ.
