To fix that, go to /usr/src/share/mk and "make install".  Then put the
.9 files back in man.9/ and that should fix it, at least as far as that
problem is concerned.  (If you do the above, it will update bsd.lib.mk
as well, and you will have to update your tsort binary before you try
to build any libraries.  You could also install bsd.man.mk or whatever
it is that has the .9->.cat9 rules in it by hand....)
