I see SE/30 ethernet cards on ebay _all_ the time. Do a search for se30, 
look through it, and then do a separate search for "se30 ethernet".
You might also consider bidding $20 on a whole SE/30, and combine the
parts into one, more fully configured system. A lot of people have SE/30s
on ebay with 4 megs of RAM but an ethernet card. I also see a lot of them
with 32.
 
Anyway, for the time being, PPP to your intel box should work just fine.
I've never done it, though I've heard of people doing it. You should be
able to get about 38400 out of the serial port, even though they reportedly
are stable up ot 57600. Try that, too, I guess. If you don't already have
the appropriate null modem cables and adapters to connect your mac to your
PC, strongly consider just getting either an ethernet card or a whole new
SE/30. The cables new will cost you at least $12-15.
