Yes.  There's a way to copy a file in and out of the MacOS within the
installer.  You have to go to the "mini-shell" option.  I've used both
BBedit and Alpha editors to edit files that were copied that
way--basically you just need to make sure that the Unix end-of-line
is retained.

You're right that /etc/ttys does not have ttyp0 marked as secure by
default.
