Yes - 'no' is correct unless you are running win95.
The MSI motherboard/BIOS boot I have even says so!
(so dual booting win95 + anything else has to be problematical)

I'm sort of surprised it affects PCI config - but I've given
up been surprised by the BIOS - windows interactions!
And the many ways in which BIOS can be broken (best was
one that complained that the IO resources required for an EISA
card were already in use by a PCI card).
