It sounds like you did not use sysinst to do the installation.
Although it has its warts, sysinst is the supported installation
method on i386.  If you do the installation by hand, you need to run
MAKEDEV in the target /dev directory before rebooting, as has been
pointed out elsewhere in this thread.
