Thanks for the hint. /usr/X11R6/bin and /usr/pkg/bin have already been in the
user's path, but adding it to /etc/profile and /etc/csh.cshrc resolves the
problem.

Maybe it's a good idea to include these entries in the /etc/ templates?

Now, KDE runs fine.
