I added an option.mk file based on your diffs.
I named the option mjpegtools-cmov for now, we can easily rename it
if other packages want an cmov option too.

I don't think that options.descriptions is the right place for the
dmesg | grep foo tips, but I'm not quite sure where else to put
them. Any ideas?
