problems when using usb with NetBSD

Dear Sir or Lady:

              I am sorry for my poor English.

              I'm from China.

I ask for a help when I using NetBSD OS. Now I want to create a file with
Japanese filename on USB device. 

The USB's file system is FAT.

But the file name can't display when the USB using on windows xp.

I create the file using "java program". I also create it using "c program". 

The result is the same.

So I hope get some advices from you.
