While this is true, I think those stylesheets are intended for writing
man pages in DocBook and then converting them to something the native
man(1) can process. They are probably not usable to turn _any_ DocBook
file into a *roff file:

  <!-- * if document does not contain at least one refentry, then emit a -->
  <!-- * message and stop -->
