Section 5.9 (System time) explains how to get NetBSD to work with a real-time clock set to local time.

It should also document that, as an alternative, Windows 7+ can be configured to work with the real-time clock set to UTC.

"apply a DWORD type registry key that is named RealTimeIsUniversal in the following path and set the value to 1:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\TimeZoneInformation"

KB article is useful since it also shows Microsoft fixing a bug related to this feature.
