General Common Scheduler Framework (CSF) patch import to the yamt-idlelwp

 Split the dispatcher from the scheduler in order to make the scheduler more
modular. Introduce initial API for other schedulers' implementations.

GNU sdiff(1) has been replaced with the OpenBSD version. [Mindaugas
