Growisofs (from dvd+rw-tools) will format (if needed) and write
arbitrary blocks to dvd+r and dvd+rw.  Normally it is used with
mkisofs to make a CD-compatible file system, but if you really wanted
you could put a raw tar file on the DVD (or in theory even a unix fs
if the unix fs could deal with the dvd's 32k block size.)
