Yes and it screws up usage of the FreeBSD cvs in an environment where rsh is 
used (at least that was my experience) as it ignored CVS_RSH when it was set 
to rsh. This was 4.7-RELEASE.

When you are supporting CVS in an environment with a lot of different clients 
changing defaults like this can cause a lot of confusion.
