My dealer delivered a new machine with "Allocate interrupt for USB" set to
NO in the bios setup - same message.

He said: "I didn't want to waste an interrupt", but of course as soon as I 
enabled it (and had the BIOS told about all legacy ISA cards and their
interrupts), the USB interrupt got shared with some other PCI interrupt,
so, no, it wasn't wasting one.

The message indicates your USB support is turned of in the BIOS setup.
