   I don't see any good reason for this.  Does it mean that post-1.3
   systems won't have any native tar/cpio ?


the reasoning goes:
	- some people may want to use gnu tar and gnu cpio.
	- in post-1.3 tar and cpio will not be the GNU programs,
	  but will be links to pax.
